Group nexus-parking charge-never entered any carpark

Hello all. Today I received a parking charge through the post
for my vehicle saying it was at Warrington hospital for 1hr24m
without paying. The reason I'm trying to look for an appeal is
because the driver never actually went into any car park within
the hospital. It was being used as a taxi at the time and was on
a park and wait job where you drop a passenger off who usually
works at the hospital and pick another up. I've been In touch
with the taxi operator to see if they have any sort of policy
with the hospital and see if the parking charge can be worked
around that way. The driver never actually noticed signage that
says you're on any private land that requires payment and was
just under the impression it was public road. The carparks
within the hospital have signage do state the full t&c of
parking but since the driver never entered a carpark and only
the hospital there's no signage to actually read apart from the
one at the entrance that's also in a position that looks like
it's relating to the carpark not the road through the hospital.
Please ask if there's any clarification I can make as I'm not
the best at wording these out 😀.

...and the back, please! The front is certainly not PoFA
compliant, so if we can verify that they have not complied with
all the requirements of PoFA, this will be an easy win, as long
as the driver is not identified.

Assuming you are the registered keeper of the vehicle (you have
the V5C in your name), then you can appeal with the below. As
b789 notes, they have not complied with PoFA, so no keeper
liability!

I have received your Parking Charge Notice (Ref: ________) for
vehicle registration mark ____ ___, in which you allege that the
driver has incurred a parking charge. I note from your
correspondence that you are not seeking to hold me liable as the
registered keeper, under Schedule 4 of the Protection of
Freedoms Act 2012 ("The Act"). You have chosen not to issue a
Notice to Keeper in accordance with The Act, and it is now too
late for you to do so.
There is no obligation for me to name the driver and I will not
be doing so. I am therefore unable to help you further with this
matter, and look forward to your confirmation that the charge
has been cancelled. If you choose to decline this appeal, you
must issue a POPLA code.

If appealing online, be careful there are no drop down/tick
boxes that cause you to identify who was driving, and keep a
close eye on your spam folder for their response. If they do not
respond within 28 days, chase them.

This is the response i recived this morning,
Dear Sir/Madam,
Thank you for your correspondence relating to your Parking
Charge.
The Charge was issued and the signage is displayed in compliance
with The British Parking Association’s Approved Operator Scheme
Code of Practice and all relevant laws and regulations.
Clear signs at the entrance of this site and throughout inform
drivers of the need to park at the correct car park, pay and
validate on departure, hold a staff permit and/or register blue
badges with the site if applicable, and it is not possible to
access any part of the premises without passing multiple signs.
In light of this, on this occasion, your representations have
been carefully considered and rejected.
We can confirm that we will hold the Charge at the reduced rate
of £30.00 for a further 14 days from the date of this
correspondence. If no payment is received within this period,
and no further appeal to POPLA is made, the Charge will escalate
and further costs may be added.

Have they provided a POPLA code?
Unfortunately, Imgur have removed access from the UK - would you
be able to re-upload the notice using an alternative site (ImgBB
is still working)
