PCN- Parked without clearly displaying a valid pay & display
ticket or Voucher

Hi,
I am writhing regarding the parking ticket I received. I had
parked my car and wasn't aware that payment was required at this
location. When I returned within 30minutes, I found that I had
been issued a ticket for not clearly displaying a valid pay &
display ticket.
Should I pay it?

I parked my car on Chapel Street, Kingston upon Hull and went to
get some groceries, there were no signs that I need to pay for
Parking so I thought its free and within 30 minutes I was back
and when I returned I saw the yellow sticker on my windscreen.
It's a PCN from Hull City Council, if you need any further
information please let me know.
