Bus Lane Fine

Hi, My Bus Lane Parking Fine has gone to Enforcement stage.
They have asked for an inventory of my home (which is rented
from my mum who has signed a legal contract with me and will
vouch: fully furnished inc. White goods, small electrcals &
televisions, as stated on tenancy- every thing else is my mum's
as it's her house - I only own a dated mobile and clothes
nothing of any value) but they want a full list inventory, they
also want 3 months bank statements.
I have refused sending this without written documentation of
authority to request this as I am not prepared to give these
personal details (The enforcement agent got really angry &
started raising her voice and interrupting me even though she
said the call was being recorded, then she put the phone down
on me, and has mot responded to further corrspondance via her
whatsapp).
They clamped my car, but i have sent legal document showing I do
not own the vehicle. However 3 hours later and the car is still
clamped (although the enforcement agent said they would unclamp
it, but there were no agents in the area yet?)
The bus lane fine was £105 from Lancashire County Council with a
£10 court registration fee on 05/07/2025.
The fine was passed from the local council to CDER Group And on
the 01/08/2025 a notice letter was sent at £75 fee -(However i
did not recieve this letter).
This stage is classed as 'Before Enforcement'.
The fine has now been passed to 'Enforcement Stage' and a
'Notice of intention to take control of your goods' letter-
balance due today £425.
CDER are thete to collect money or seize goods as both of these
options are out - I expect they will either give the debt back
to council or go to court for an a'Attachment of earnings'
order.
This would incur more charges of letters court etc.
I am happy to pay the Council £115 even the compliance stage (as
i never got that letter), but not happy to pay £235 for 1 letter
& clamping a car that was not mine.
I heard that a £10,000 parking fine was disputed and the
enforcement Agency lost.
What are my chances?
Will I end up with a ridiculous amount of extra money to pay if
the enforcement officer decides to pursue this in court.

As you're at the bailiff stage, the enforcement process has run
its course. You should have received these enforcement
documents: -
- PCN (postal)
- Charge Certificate (adds 50% to the penalty)
- Order for Recovery (adds £10 to the debt)
So please tell us about the above documents, and also whether
your V5C Registration Certificate for t he vehicle is
up-to-date, and the same now as it was when the contravention
occurred.

You said "my car" and then that you don't own it? Please
explain.
