Thank you b789, this is very much appreciated. Appreciate the
explanation of the application of paragraphs of PoFA 2012
schedule 4 - very helpful. I was reading through and was wasn't
certain which sections were applicable so thanks again for this.
I will get this appeal lodged via POPLA and update the thread
once I have a response.

Hi there, just as an update - appeal considered and upheld,
hence the PCN has been cancelled.

Good news and thank you for the feedback.
Can you post the POPLA ruling, including the name of the
assessor? I know its format is a bit pants, but it’s useful
knowledge.
