This morning, I parked in a disabled bay with a blue badge.
When I returned, I was surprised to find a Penalty Charge Notice
on my car. After reading the sign closely, I noticed it stated
“Disabled Bay – Permit Holders,” which I had unfortunately
missed when parking.
I’ve checked the council’s website, and as of now, no photos
have been uploaded for this PCN. This happened only this morning
— is there a reasonable basis for me to appeal given that I
misunderstood the sign?

We need to see the council's pics when they are up.
Have a read of this thread. It looks like again they've just put
disabled as the road legend but it's degraded on Maps.

You misunderstood the sign, but you are a BB holder, so submit
representations on that basis. The bay markings are not correct,
because there is no delineation between the bay for disabled
permit holders and the bay for the others with a separate sign,
but this is not of huge importance because you deliberately
parked in the bay for disable permit holders butdidn't fully
understand what the sign says. In London, one must always read
parking signs fully and make sure your understanding is correct.

Reasons
the Appellant failed to attend. The case therefore falls to me
to decide on the evidence submitted by the parties to date.
The allegation in this case is that the vehicle was parked in a
permit place or zone without clearly displaying a valid permit.
Mr. Lewis does not in fact dispute this but says that there was
a Blue Badge displayed.
The Enforcement Authority have provided photographs taken by the
Civil Enforcement Officer which confirm that there was a Blue
Badge displayed in the vehicle. However, they also show that the
time plate indicated “GSN Disabled resident permit holders
only”.
Mr. Lewis has not provided any evidence that he is a GSN
Disabled resident permit holder or that the vehicle was
displaying such a permit. His account amounts only to
mitigation. The Enforcement Authority may cancel a PCN as a
matter of their discretion but Adjudicators have no power to
direct cancellation on the basis of mitigating circumstances.
Having considered all the evidence I am satisfied that the
contravention occurred and that the PCN was properly issued and
served. I am not satisfied that any exemption applies.
Mr. Lewis says that his financial circumstances will make it
difficult to pay the penalty charge. An Adjudicator has no power
to allow an appeal on this basis.
