NIP received by company 5 weeks after date of alleged offence

Hi all
The company has received an NIP for a 37 in 30 almost 5 weeks
after the date of alleged incident. Is the 14 day rule still
valid as the driver hasn't been named yet? The envelope was
dated as well proving it was only put in the post 4 weeks after
the alleged incident
Should the company fill it out identifying the driver as normal.

I have yes but couldn't fathom a definite answer either way on
best way to proceed

Actually the manufacturer who leases the car to the company is
the RK I presume as they have the V5C

Yes I will have to as there isn't any way of knowing for sure.

NIP was 'late'.
