I'm still confused.
IF this is the same PCN, then timeline would be:-
PCN found on vehicle.
OP made informal reps
TFL rejected, replying to OP and reoffering discount dated 4th
Sept
OP paid full amount on 11th October
NTO issued..... this would have been to Enterprise (Vehicle Hire
Company) as RK (Date needed)
NTO would have been for full amount. (£160)
NTO would not have had option to pay £80
Their T&Cs may allow them to pay and back charge customer but
AFAIK, this could only relate to full amount.
TFL history only shows one payment though no amount....full
amount can be inferred as £160 or paid in full (at discount
rate)
TBH I would be going back to Enterprise asking for more
information, copies of their paperwork etc cos their actions do
not stack up.

Sorry to tell you but that was not a smart move. Once it gets to
£160 the penalty cannot go up any more as long as you don't miss
any deadlines, so at that point you might as well take it all
the way (as the only possible outcomes are that you may £160
many months later, or the charge gets cancelled and you pay £0).
I would also contact TFL and ask them to refund the £80 so that
you can make representations against the penalty charge. While
they might ignore you, don't ask don't get.
As for enterprise, please can you show any emails or covering
letters they've sent?
