Fined twic for the same offence.

Hi. This is a little convoluted.
I got a TFL PCN for parking in a loading bay in Wandsworth a few
minutes before 10am. I needed to park my van, and there was
nowhere else, so I got a ticket.
I forget about the ticket so it went up to the full amount.
       £160.
I appealed it which they rejected, so I paid it on the 11th of
       October this year.
My van is a work van which is rented from Enterprise.
Yesterday, I got an email from work saying Enterprise had paid
and invoiced work for it, so I had to pay it.
I don't know when Enterprise paid the fine, but they paid £80,
so it's obvious that they paid within the 14 day period.
When I checked the details, I saw its the same PCN.
So Enterprise had already paid it, but TFL saw fit to still
demand that I pay, which I consider fraud as their records must
       have known it was paid.
I have appealed this once more, but I was just wondering what
the odds are of them refunding my £160?

You need to log onto the TFL PCN site and check the PCN history.

I have done. What I think has happened is I was ticked by a
warden, and it's been picked up on ANPR as well. Resulting in
the hire company paying the camera fine, and me paying the
       ticket fine.
The PCN numbers are the same though.

Nope.that doesn't wash at all. There would have been two
separate PCNs with different numbers if this had happened.
Can you please tell us how you came by the PCN. Was it served to
your van, or passed on by the lease company?

[member=804]deebom[/member] please don't take this the wrong
way, but it is almost impossible to work out what is going on
from your attempt to summarise. We might well be able to get a
refund for you, but to get any meaningful advice you need to
       post up:
       1) Both PCNs,
       2) Copies of anything you sent to TFL
       3) Copies of any letters that they sent back.
       Please read the instruction here

Copy of the PCN history would be useful as well.

       I know. It's weird.
I got a ticket on the van. Appealed it and failed so I paid them
       £160 a few weeks ago.
Then I got an email from work about 4 days ago, saying
Enterprise had paid a PCN of £80 plus their admin fee of £25.
       Here are some screenshots.

Here's a screenshot of my bank statement showing the payment of
£160 to TFL on the 11th Oct.
From what I can see on the Enterprise letter, they paid the fine
       on the 10th.
I'm going to phone them today to confirm what date they paid it.

You may wish to redact your name, address and e-mail address
from some of the docs. To make things clearer please replace
your name by 'deebom' so it's easy to tell which of the docs has
your name and which that of Enterprise.
Some of the docs are cropped e.g. a 'Notice to Owner' - to whom
       is it addressed?.
I suspect that some of the docs are missing e.g. PCN and your
reps - you have all the docs in front of you - the experts here
have to rely on what you post to see the whole picture.
Also, the TfL summary is woefully short on dates - can you
please post a timeline with the dates of every event, beginning
with the 1st.PCN on your vehicle.

The rejection of informal reps is dated 4th September (so deemed
to have been delivered on the 6th), which I reckon gave the OP
until 4th October to pay before an NTO was issued.
Slightly surprised that Enterprise dealt with it so quickly
though, unless they're the Registered Keeper rather than a
       finance company.
