       Dear Fellas,
       Hope all keeping well. I appreciate the good work you all guys
       have been doing. Recently I received a PCN through the post and
       after carefully going through the forum I challenged it
       according to expert's advice. I actually took the below topic
       and followed the advice accordingly (Topic: NCP - Not Parked
       Correctly - Crewe Railway Station Car Park) as it look very
       similar case to mine and I was running out of time of appeal so
       I couldn't managed to get opinion for my own case. I have
       attached the recent appeal I made and their reply for your
       reference. Could you please advice me how should I proceed now.

       Hospital car parks are not usually covered by bylaws but are
       private land, and therefore PoFA 2012 can be used for parking on
       the land.
       The notice, however, may well not comply with the requirements
       of PoFA 2012 to transfer liability.
       The IAS will not uphold any appeal.
       This will go to a court claim, in all likelihood, which you will
       be able to defend with a good defence with advice here, and
       ultimately the claim will be discontinued.
       Since you were at a hospital, did you ask PALS to cancel the
       charge for you?

       You referred to a thread about an NCP operated car park but your
       PCN is from NPC.
       As stated above, the land is relevant for the purposes of PoFA
       and therefore the Keeper can be liable... except that the
       "period or parking" referred to is not adequate to prove that
       the vehicle was parked for longer than the minimum consideration
       period. What that means is that the driver was not given enough
       time to consider the terms and conditions for a contract to have
       been formed.
       Have you tried the PALS service of the hospital to get it
       cancelled? That should always be your first port of call for a
       hospital PCN.

       received a confirmation email from PALS that the PCN has been

       Plan A is always the easiest way to get these cancelled.
