One small point which may be moot-
BUT
Should the observation time on the PCN before they issue be a
minute or so at least.. it currently reads from 11:27 to 11:27?
Might be a dud point

Observation would be in play if you were loading/unloading or
engaged in assisted board/alighting.

There is no legal requirement for a period of observation.

OP, you get a free bite at this cherry if you submit reps before
7 Aug, so why not give it your best shot?
When I parked, I exited my car on its offside and went to the
**** thinking that I'd parked wholly within the parking place
and was within the free parking period so I headed off. I can
see from the council's photos that in fact the nearside rear of
my car was on the yellow line, albeit only marginally*,
something which I hadn't seen from the driver's position.
I am sorry for this event and I will certainly take more care
etc... Would the council pl exercise its discretion on the
occasion etc...
IMO do NOT mention the attempted removal, at this stage it's not
relevant.
*- a subjective assessment!
OP, out of interest why would you want to pay, GSV shows a free
parking period of up to 15 mins between 10am and 1pm, your PCN
is timed at 11.27!
