Hi All,
I have been issued with a PCN. The contravention date was the
02/05/2025. The PCN was posted on the 10/07/2025 - 69 days
later.
I was driving a hire car on the day of the contravention.
The contravention occurred as I turned left from the A111 (Hedge
Lane) into Connaught Garden, N13
I had about 15 meters to sight the signs, process their meaning
and act accordingly, whilst travelling at circa 15mph, in an
area I do not know.
Would I have any grounds to challenge this PCN pls? Perhaps on
the basis of the long delay in issuing the PCN and/or any other
points?

You were driving a hire car, so the first PCN would have been
sent to them. The council have 28 days in which to serve a PCN.
The hire company then have 28 days to respond to that PCN, which
clearly they have done, as you now have a PCN. The council
cancel the first PCN, then have 28 days to send another PCN to
the name and address provided by the hire company. So you can
see that it is fairly easy with the above time periods, to get
to 69 days. Therefore I think the PCN is kosher.
However, I can't see your links; you need to set them to
'Public'. But first make sure your name and address (only) ir
redacted from where it appears.

Well the video shows a pretty clearcut contravention, so why did
you suddenly decide to drive through the middle lane despite the
signs ? At the moment, I see no appeal argument at all.

I was driving in an area I did not know, I've had not come
across a road design/layout like this before and I had limited
time to react as it was close to the turning where I turned in.

Well, the only alternative to coughing-up the discount right
now, is to wait and see if one of our regulars suggests a
'technical' appeal.
Appeals based on a technical issue are when the council have
mismanaged the enforcement process. Such appeals (at the
adjudicators, London Tribunals), have won recently, but I'm not
sure if Enfield have committed any faux pas. SO wait a bit to
see what may be suggested, but don't miss the deadline for
paying or submitting representations. If you are minded to pay
the discount, you can wait until shortly before the discount
period expires.
Please note that taking them to London Tribunals means the full
PCN penalty is in play, no discount.

Please post up the hire agreement, all pages, cover only your
name and address, mobile number, email address. We need to check
itcqualifies for liability transfer.

I don't like the signage - the no motorised signs are
superfluous and not used on most of these width restrictions as
enforcement is by the keep left sign and the middle gap is often
hatched off.
Faced with three lanes and maybe not encountering the no
vehicles signage before I can see why there can be confusion but
it won't be enough for an adjudicator.
I can only see one allowed case but coming the other way and not
relevant.
