       Woodgrange Park Cemetery PCN - Horizon Parking

       Hello,
       New to this forum so would really appreciate any advice you can
       share.
       We have this PCN issued by Horizon Parking on behalf of
       Woodgrange Park Cemetery suggesting the vehicle is causing an
       obstruction. Now whilst the cemetery has some bays at the
       entrance point, there's no such restrictions elsewhere.
       The paperwork suggests an obstruction has taken place. The
       picture evidence doesn't suggest an obstruction has taken place
       nor does it suggest parking has taken place in a restricted
       place.
       Is anyone able to advise please? Payment is due tomorrow for the
       14 day discounted window.

       Ignore the 14 day discount that they offer which tends to get
       called the "mugs discount" on this forum. If you follow the
       advice you get here, you won't pay a penny of your hard earned
       cash to this company.
       Have you had any contact with Horizon or identified yourself as
       the driver? If you haven't - DON'T. It's your golden ticket. As
       long as they don't know the ID of the driver, they're powerless
       to get anything from you.
       Once we know if you've made any form of appeal, we can start
       attempting to assist you.

       Thank you for your response.
       No, I haven't had any contact with them identifying myself or
       anyone else as the driver. With this, when going through the
       appeal form on their portal,they ask "association to the appeal
       in question" - on the drop-down list the options are: registered
       keeper and driver, registered keeper, the driver, hirer or
       lessee, or other.
       Am I right in saying "other" is the right option? It's a
       mandatory question. Also, can I please ask for advise on what to
       include on the appeal - the details and information to provide.

       A couple of things to clarify before anyone rushes in to
       appeal... In your opening post you say "we" have received a PCN.
       Unless the PCN is addressed to a company, there is no "we" - the
       notice is addressed to one person, and it is they who must
       respond.
       Secondly, is the person to whom the PCN is addressed the
       registered keeper of the vehicle? By that I mean they have the
       car's V5C document in their possession with their details on -
       not a lease/finance car etc.
       If so, then that person can appeal with the below:
       [indent]Dear Sirs,
       I have received your Parking Charge Notice (Ref: ________) for
       vehicle registration mark ____ ___, in which you allege that the
       driver has incurred a parking charge. I note from your
       correspondence that you are not seeking to hold me liable as the
       registered keeper, under Schedule 4 of the Protection of
       Freedoms Act 2012 ("The Act"). You have chosen not to issue a
       Notice to Keeper in accordance with The Act, and it is now too
       late for you to do so.
       There is no obligation for me to name the driver and I will not
       be doing so. I am therefore unable to help you further with this
       matter, and look forward to your confirmation that the charge
       has been cancelled. If you choose to decline this appeal, you
       must issue a POPLA code.
       Yours,[/indent]
       If appealing online, be careful there are no drop down/tick
       boxes that cause you to identify who was driving - select
       registered keeper only, and keep a close eye on your spam folder
       for their response. If they do not respond within 28 days, chase
       them.

       There is no company, just one person. To the second question,
       yes, the person to whom the PCN is addressed is the registered
       keeper of the vehicle.
       Will use the text listed below for the appeal and follow the
       instructions provided. I'll keep you posted on any meaningful
       updates.

       Thank you for your recent correspondence regarding the above
       Parking Charge, which we have reviewed.
       
       I can confirm the Parking Charge has now been cancelled and no
       further action will be taken in this matter.
       
       Please note that once the Parking Charge is cancelled the
       contact details are removed from the Parking Charge and will not
       be retained for any purpose or shared with third parties.  We
       are, however, required to retain images and appeal
       correspondence for a period of 2 years by DVLA and 3 years by
       the BPA and are not therefore able to delete these from our
