OK, so 10 days after the alleged offence. The first NIP (the
only one required by law) will have gone to whatever address was
on the previous V5C. Was that different?

I moved out of my brothers house on the 23/05/2025 and changed
address on V5. There has been no NIP sent to the previous
address as I still check for any outstanding mail there.

You are fortunate that the police made the effort to trace you.
If they hadn't you may have found yourself facing a charge of
"failing to provide driver's details".
Provided you do not have nine or more points you should be
offered a fixed penalty (£100 and 3 points) but you need to
respond to the request for driver's details asap. You have a
defence if a NIP was not served on you within 14 days of the
offence. To take advantage of that you will have to plead not
guilty in court and face a trial.
The police are only obliged to prove that it was posted to your
last known address in time to arrive within 14 days. If they do
that, the onus falls on you to convince the court that it
didn't.
The cost of failure is high. If convicted you will face a fine
of a week's net income, a surcharge of 40% of that fine and
prosecution costs of around £620. You will also face either a
disqualification of up to 28 days or between 4 and 6 points
(with six points being he most likely).

If you look at the NIP the first line of the address (which is
not blanked out) is "The Company Secretary"
So it looks to me as if a Ltd Company is the registered
keeper.... rather than you as an individual.
I think that means the Company Secretary or a responsible person
being a director of the Company (which might be you) has to
reply on behalf of the Company, being the registered keeper,
naming the driver on the occassion.
The driver will then get another personal NIP requiring them to
to supply all their details.

It says "To the Company Secretary (if applicable)"
I think they all say that.

Did you not think it necessary to mention in your opening post
that you had changed the address on the V5C fewer than 14 days
after the alleged offence?
Are you 100% certain that the original NIP was not sent to and
received at your brother's address?
As others have said, make sure you reply to this request to
identify the driver

Proving you didn't receive something at an address you don't
live at will be difficult at best.
You're just in COFP territory, £100 & 3 points. However should
you take this to court and lose you would likely see 6 points, a
fine of a weeks wages and prosecution costs.
How confident are you that your testimony that someone else said
they didn't receive it would be accepted? You would only see the
mail you were given by the occupants so you personally couldn't
say it wasn't delivered.

Which is of course hearsay evidence.
