This bit struck me---
"The West Midlands had only 5% of their speed cameras standing
inactive, with 62 out of 65 devices in operation. "
I doubt they are including all the Gatso (and other older types)
that were switched off when revenue went to the treasury rather
then the police.... plenty of them still standing but AFAIK, not
used.

The housings (unlike Mr Khan's ULEZ cameras) are still standing.
The cameras are either still in rotation or "switched off".

There's a bit of bulls hit bingo in there as well:Gary Digva,
founder of Road Angel said: “It’s shocking to see how many speed
cameras across the country are standing inactive and are letting
speeding motorists get away with driving dangerously.
“In total with all of the police forces who responded to our
Freedom of Information request, there are 1,069 fixed speed
cameras across the country. Out of this, there are 496 inactive
speed cameras.
“This means that almost half of speed cameras on our roads are
out of operation (46%).
“We are urging local authorities and police forces to ensure
speed cameras are fully working to catch speeding motorists who
may be driving recklessly by breaking the limit.
“This in turn will help to reduce the number of dangerous
drivers and help to keep our roads safer for everyone."
Driving dangerously, dangerous drivers, driving recklessly,
nearly got a full line across there. :)
Speeding doesn't always equate with reckless or dangerous
driving. Even Road Angels own figures suggest that under 25% of
KSI are due to exceeding speed limit or too fast for conditions.
Figures I looked up a few years back when this was a ho topic on
the old PPP site was that about 12% of KSI were due to drivers
exceeding the speed limit.

Who? Me or Gary Digva? I didn't think speed cameras were ever
designed to catch people driving dangerously, only those
exceeding the speed limit.
Actually it's a double win on the Bulls Hit Bingo, as we have
"speeding" and "driving dangerously" in the same sentence.

According to the speed control zealots, speeding is insanely
dangerous.
Only really bad people do 35 in a 30 limit on a quiet evening.

Ah of course, I'm forgetting that any form of movement of.
mechanically-propelled vehicle is insanely dangerous.
Oh dear, I didn't realise I'm in the company of really bad
people on quiet evenings!!
