       Is this bus lane/gate enforceable?

       I live on a modern estate which, for reasons best known to the
       Local Authority and developers, only has one public route
       in/out. There is also a bus lane at the other end of the estate,
       but it has never been used.
       It's usually bollarded off (with fob-operated bollards), and has
       a CCTV camera on each entrance. If the bus lane was open to
       normal traffic, it would shave about 15mins off my northbound
       journeys, as well as allowing access to/egress from the estate
       when the access road is blocked.

       On Monday, I noticed that the top bollards had been switched off
       and, with the bottom bollards being activated estate-side by
       sensors in the road, was able to use the bus lane. This got me
       pondering...
       The CCTV cameras seem to be a different make/model to the ones
       usually used by Norfolk County Council for bus lane cameras,
       there's no signage about bus lane cameras, and the NCC website
       doesn't list this as one of their enforcement locations. On that
       basis, is it likely that this is just standard CCTV and, without
       getting caught in person by a police officer or council
       official, there's no remote enforcement of the bus lane?

       Estates are often built, rightfully, as low-traffic
       neighbourhoods with no through traffic.
       I suspect there would be no enforcement though as per:
