got this PCN, it is less then 5 minutes and there is no
signature.
are they grounds for a challenge?
Or is there anything else we can argue?

voucher but didn't fill it in?

The CPZ is an irrelevance; you were parked in a bay for resident
permit holders only (or for visitor permits to residents).
However, you have a blank visitor permit in one of the photos,
but as SFM says, not filled in. Any reason for that ?.

Those vouchers are for a zone T and this is in zone Y.

Did you have an expired electronic session or voucher for that
zone?
Code 19 is for an invalid permit.
