       Manchester Airport T1 exit barriers up

       I dropped my daughter off at Manchester airport T1 last week, on
       exiting all of the barriers were up so I assumed there was a
       fault and drove straight through.
       Today I received a parking charge for mon-payment.
       Is this appealable?
       The cynic in me thinks its an invitation to avoid stopping and
       they could make a killing if they did this every day to
       increased their revenue significantly.

       Was it the drop off zone? They went ANPR pay later some months
       ago. The barriers being up is not grounds to appeal, you will
       need to find some other technicality, so you need to share the
       PCN.

       As Manchester Airport is subject to byelaws, it is subject to
       "statutory control", and as such, not relevant land for the
       purposes of Schedule 4 of the Protection of Freedoms Act,
       meaning they cannot hold the keeper liable. You could therefore
       appeal along the lines of the below:
       [indent]Dear Sirs,
       I have received your Parking Charge Notice (Ref: ______) for
       vehicle registration mark _______, in which you allege that the
       driver has incurred a parking charge. I am appealing as the
       registered keeper of the vehicle. There is no obligation for me
       to name the driver and I will not be doing so. I note from your
       correspondence that you are not seeking to hold me liable as the
       registered keeper, under Schedule 4 of the Protection of
       Freedoms Act 2012 ("The Act").
       Even if you were seeking to do so, as Manchester Airport is not
       "relevant land" as defined by The Act you are unable to recover
       the charge from me, the keeper.
       I am therefore unable to help you further with this matter, and
       look forward to your confirmation that the charge has been
       cancelled. If you choose to decline this appeal, you must issue
       a POPLA code.

       If appealing online, make sure there are no drop down boxes etc.
       that force/trick you into revealing who was driving - you are
       appealing as the keeper, and saying nothing about who was
       driving. If you are not the registered keeper of the vehicle,
       tell us before appealing.

       Probably haven't removed the the barriers yet, I think they've
       gone from T3 now. I know there is lots of signage up saying pay
       within 24 hours. The land may be covered by bylaws though so
       outside the scope of POFA if you don't blab who was driving.

       Just use the wording exactly as advised. It will be cancelled. I
       already have two from a couple of weeks ago and will receive
       another one when I drop my family off on Saturday.
       As long as they have no idea of the drivers identity, they
       cannot do anything about it if you point out their dilemma.

       cancelled.
