Thank you for the advice [member=12]Incandescent[/member]. I've
incorporated your suggestions and submitted the appeal to the
London Tribunals yesterday. Happy to post the whole appeal if
that would be helpful.
I would be very grateful for any guidance on preparing for the
hearing itself, as I have no experience with tribunal
proceedings. What should I expect, and how should I present my
case on the day? Would any of the seasoned members on this forum
be willing to represent me at the hearing?

Hi all, I thought I'd give a quick update on this case.
TL;DR: I WON.
Before I go into more detail, I'd like to thank all the local
heroes who took the time to help me beat this ticket, especially
[member=24]Hippocrates[/member], who kindly offered to represent
me at the tribunal. You, sir, are a true legend!
Looks like the threat of a tribunal hearing had finally forced
Havering to properly review the matter (instead of rejecting it
out of hand with a copy-and-paste template) and not to contest
my appeal.

This just goes to show that it is not about punishing road
pirates or improving roads for everyone, but a blatant
money-grabbing scheme by the councils. They must have known full
well the PCN was fatally flawed in more than one way, yet still
kept playing the numbers game, hoping I would cave and pay.
Disgusting behaviour.
