I have uploaded all documents at my disposal. I also stated
that I was ticketed by the council for not having a permit on a
residential housing association car park by a council who
doesn't own the land. I will obviously have to look elsewhere
if your are unable to help.

Obviously not, but a passing CEO who knows nothing about your
illness sees a car in contravention, and will slap a PCN on the
car. The process assumes everybody is in good health and able to
response to all enforcement documents. Clearly your health has
prevented you from replying as expected.
If it were me, I'd get in touch with my local councillor and
give him the facts. He will probably get the hounds off you, but
you do have to get that permit to stop getting more and more
PCNs. Maybe contacting your councillor will speed things up.

I originally tried everything my housing they didn't want to
know. CAB, mp, im sitting on 4 new pcns after the court ruled
in my favour. You get 28 days to reply dont you ? So im going
to max this out, im in no rush. Soon as you reply you just get
rejection letters. So I might as well put some space between me
and the council. Nottingham City Council was one of the first
councils to declare themselves bankrupt after they invested all
the money into a energy company that folded. Thanks

Get hold of that councillor, and while you're at it, send a
letter of complaint to the council leader and the CEO

OP, this is about the law and procedure. You posted:
So far I have had 6 pcns ruled in my favour by the traffic
enforcement centre, but this hasn't stopped the council issuing
me with 6 new pcns for £70 each. I have to post a further 2
witness statements to the traffic enforcement centre and I might
have another 4 arriving in the post at some point.
The council are making my life a absolute misery, I can't live a
life no more for this constant bullying, harassment from the
council.
No, TEC doesn't 'rule in your favour'. If you submit a witness
statement in time, in your case that you did not receive a NTO,
then they will simply and procedurally revoke the OfR and cancel
the CC.
That you appear to have received the Orders for Recovery in
respect of NTOs which without exception you have not received
might seem strange. In any event, the authority are now sending
new NTOs.
You now have (at least some of) these NTOs therefore you need to
deal with them. IMO, extra-procedural complaints is not the
route to take. You must deal with the NTOs.
I am not unsympathetic to your situation - which is still
unclear - but you must, with our help, deal with the matters
procedurally.

I now have reason to believe a dodgy deal has taken place
between Nottingham City Council and my housing association.
Obviously I can't prove this, but another tenant on the estate
but with different housing association for his flat. He was a
landscape gardener for the housing association and has quit his
job over this as was told there's 4 parking spaces for staff but
that would mean he carrying gardening equipment from one part of
the estate to another. All other work/repairs have permits to
park. There's just something not quite right about all of this.
There's something that leaves a nasty taste in my mouth. Ive
received another 5 TECS today. I not sent reply to the four
notes I presume 28 days so I will max this out to my advantage.
Ive emailed the housing association asking for copies both
digital and paper regards what my rent includes. I will contact
CEO of the council and the leaders but I think I need to find
out who the CEO of the housing association is also.I have
contacted the housing about this matter and had a email from my
housing officer saying she couldn't help. They can't help or
don't want to help?
I would like to ask if anyone has took a council to court over
something maybe like this or illegal activity regarding a
council. Obviously I will need to build a case against them.
The tenant I mentioned has been collecting evidence against the
housing association in question and told me he intends to sue.
I don't want to stay in Nottingham, I want out and this flat I
can't make home not after sharing the flat with my mum since
1982 and I wouldn't;t want to stay in a city that run by a
council who only interest is money. I don't really have a
family here but I do have the flats stuff that my late mum left
me.

This is unnecessary and doesn't deal with the issue.
Your car has been served with PCNs for parking on a road(not
housing estate but a road) where a permit is required but
without displaying a valid permit. Somehow you've received
Orders for Recovery and yet not any of the underlying Notices to
Owner.
Don't play with the system because if it bites it's going to
hurt.
You cannot continue to park on a (public) road without complying
with the contextual restrictions, if any.
It is a criminal offence to sign a statement of truth if the
conditions do not apply.
Being annoyed at the council isn't one of those conditions.

It's not a road do I need to take photos of the area in
question? and upload ? It's not my fault that NCC can't tell
the difference between a road and a housing estate. Don't
bother replying if you are unable to help.

If 'It's not a road' then why 'I tried to get a permit'?
As far as 'I now have reason to believe a dodgy deal has taken
place between Nottingham City Council and my housing
association' is concerned, the less said the better.
If where you park is not a 'road', then take your argument to
the adjudicator.
