Mutiple pcns - Nottingham City Council

Hi
I've only just joined this site after being recommended from the
Martin Lewis site.
In August 2023 I lost my mum who I lived with the majority of my
life. We moved into the flat NG1 4ES in 1982 - owned by a
private housing association - Places 4 People as they are now
called now. Obviously I took over the tenancy from my mum.
June 2024 I was diagnosed with Myeloma Cancer, I had 5 hairline
fractures in my back caused by the Myeloma cells attacking the
calcium in my back. By July that had risen to 7, obviously I
had to come off work and was helped to get pip and ESA. I was
having to attend the hospital weekly and am still under them.
Towards the end of the year the treatment stepped up a notch
took had to have a Hickman line inserted for a Stem Cell
Transplant. After that I had to go through the Stem Cell
Collection 4 days 9 to 5 attached to a machine that collected my
Stem Cells. December 3rd I had a Stem Cell Transplant meeting
where I was told 3 percent chance of death, he was worried about
my hernia, if I caught a infection I could end up on critical
care. 14 December I started getting ticketed by Nottingham City
Council one after another. I tried to get a permit but it took
the council a whole month to reject my application due to a out
of date council tax letter. I think this happened on a couple
of occasions. Eventually I went to CAB to get help with this,
they did write a letter of complaint to the Council as they felt
this resolved a lot quicker.
So far I have had 6 pcns ruled in my favour by the traffic
enforcement centre, but this hasn't stopped the council issuing
me with 6 new pcns for £70 each. I have to post a further 2
witness statements to the traffic enforcement centre and I might
have another 4 arriving in the post at some point.
The council are making my life a absolute misery, I can't live a
life no more for this constant bullying, harassment from the
council. Thinking about this treatment or the typing out of
documents or photo copying my medical documents. I now want to
leave my birth city, i need help as this just isn't going away.
Ive tried everything why should I have to pay the council for
living on a private housing association?
I typed this via laptop I can take pics of court letters and
upload if necessary same with medical documents. Does not the
Council realise if I not received treatment from the hospital I
would be dead now, that's how serious Myeloma Cancer is, there's
no current cure but it is treatable.

Very, very, sorry indeed to read about your problems with
cancer, as my wife has also suffered with a different form of
cancer, and it really is a life-changing event in every way. I
do hope you recover. However, this doesn't help us help you
because you have posted no documents at all, so can you please
post at least one of the PCNs and its associated enforcement
documents. Only redact name and address.
However, reading between the lines, this looks like a case of
you leaving your car parked somewhere and being unable to move
it or do anything about getting a permit for it due to your ill
health; is this correct ?

Yes obviously my health did play a big part in my situation.
You prioritise your health being number 1. Sorry about your
wife i hope she gets the support and treatment she needs. It's
a long process, I will try and get some evidence up, I only
joined the forum yesterday.

If the PCNs are all for a single location and contravention,
just post up one of the PCNs with its associated correspondence.
You can list the others if you want, by PCN Number and date. We
may want to see some of them later. Remember, only blank out
name and address. Nottingham City Council are renowned as one of
the most venal and rapacious councils in England outside London.

You have totally misunderstood the process of submitting Witness
Statements to TEC. If these are accepted, they do not cancel the
PCN, all that is cancelled is the Charge Certificate and the
Order for Recovery. You still have to either pay the NtOs they
have issued, or submit representations.
So far, we know absolutely NOTHING about why these PCNs might
have been served originally, so we need to see an original PCN,
or at least one of the NtOs. You have yet to show us either of
these; all your latest post consist of is letters from TEC and
letters from Nottingham saying they are obliged to serve the
NtOs. So let's see one, please.
You have also not really given us a full story on why these PCNs
were served, hence we need to see the PCNs or the NtOs.
Sorry, but we're trying to help, but are still mostly in the
dark, I'm afraid

These are the PCN locations, dates etc.
OP, you were parked on-street without displaying a valid permit.
Why would you park on-street in such circumstances?
You refer to applying for a permit, but before or after the
first PCN? You mention an out-of-date council tax letter which
to me implies that maybe the council tax was still in your late
mother's name.
Is your flat in a 'permit-free' development or are you entitled
to apply for a permit as of right?

I've supplied what I have. I live with a private housing
association. Places for People obviously that would make that
private land and a private car park. But its also a controlled
area and is patrolled by the council. I am diagnosed with
Myeloma Cancer also. So I was dealing with that when I started
to get ticketed. I cant even remember getting a letter about a
permit renewal and like I said the council rejected my
applications as council tax was out of date. I mentioned I lost
my mum and I was working with Myeloma cancel just to keep the
flat going as mums money was in probate. The day that cleared I
was diagnosed with Myeloma Cancer, came off all work. I was
living off sick pay to I managed to get pip and later ESA. It
wasnt easy at all. You don't tend to think about parking
permits when you get diagnosed with Myeloma Cancer.

So if I had a heart attack and was in intensive care, would I be
expected to move my car ?
