No reply received so far relating to either issue. Should I just
let it ride and raise it when it gets to court or should I be
chasing them be email/phone right now?

OP, if this gets to a hearing the claimant would submit their
evidence to the court and you would need to post it here.
To date you have not posted a single document. I would suggest
that you need to revisit READ ME FIRST because relying on your
summaries is not a good idea.
As regards documents, I cannot square
Following advice from another parking ticket related forum, I
have not responded to any of their letters requesting payment,
       but have retained all correspondence.
       with...
       POPLA rejected my appeal.
As far as I know, it is not possible to appeal to POPLA other
than by engaging with the creditor's appeals procedure and
obtaining a POPLA code with a refusal.
So, while waiting for the court process to grind on it would be
a good idea to at least post your appeal to POPLA and their
       rejection.
