Court Letter Requesting Financial Details via DCB Legal

My issue dates back to 2023 and parking at Chesil Beach, Dorset.
I paid the fee of £2 in cash for 2 hours, but due to a machine
malfunction (that I was not aware of at the time) it only
recorded a partial car registration. On that basis Euro Car
Parks are trying to apply a PCN because no valid ticket was
purchased.
Following advice from another parking ticket related forum, I
have not responded to any of their letters requesting payment,
but have retained all correspondence. POPLA rejected my appeal.
I have now received a court letter requesting financial
information, which I need to respond to by the end of the month.
Because I used the entire two hours parking, I wish to challenge
their right to pursue this PCN, even to the point of making a
counter claim, but not sure what steps I need to take right now,
beyond returning the request form.
Will be grateful for any advice offered.

This could well be an area covered by byelaws, which will make a
difference.
What did you put in your appeals to the PPC and Popla?

Refuting the claim that a ticket was purchased and the time paid
for was used completely (confirmed by their own CCTV images) and
that I was not aware of the malfunction by the ticket machine
while entering my registration number. My understanding being
that the use of the registration number on the ticket was to
prevent it being passed to another driver if the purchaser left
early. Enough of the VRM was recorded to make the transaction
unique and they were able to associate the purchase record with
my vehicle.

Yes, I did have a ticket, but because I paid cash and used the
entire time it was thrown away probably the same day. If only I
had known!

You are asking "Where is it?" Sorry, not sure what you mean or
the relevance to my original question of what do I do having
received the letter requesting financial details. Also, I would
have agreed I was the driver when I made the appeal to POPLA.

I would imagine "Where is it?" refers to the letter you are
seeking advice on, which you have seen, but we have not.

Thanks for the clarification DWMB2. I took it to be a standard
letter issued by HM Courts and Tribunals Service that has a five
page claim form attached. I was looking for conformation, or
otherwise, that this needs to be completed and as I wish to
dispute the claim, that the defence part does need to be
completed.
If a scan of the letter/form is needed, presumably personal
information needs to be redacted, including the specifcs of the
claim?

We just need the first page of the claim form. You should redact
your name and address, vehicle reg, the claim # and the
password. You should keep everything else visible, and
definitely the specifics of the claim, as these form the basis
of the alleged case against you.
