       Premier Park PCN - Exceeded maximum stay - Costco, Capital

       Upon entering the car park, the driver found a space, parked up
       and entered the Costco customer service area. Costco is a
       members only store and as this was the first time visiting the
       driver had to queue for over half an hour before being able to
       complete the membership process to receive membership cards and
       finally be able to enter the store proper.
       The Costco store is huge and as this was the driver's first time
       they spent several hours exploring every aisle before finally
       buying £450 worth of goods. There were further delays leaving
       the store as all trolleys are manually checked against receipts.
       Upon transferring the large number of purchases to the car and
       returning the trolley to the store, no other store was visited
       and the driver left the car park, allegedly exceeding the 3hr
       parking limit as the claimed duration was 3hr 26min.
       At some point in the last few weeks the registered keeper (a
       different person to the driver) received a PCN through the post
       but they missed it initially and only opened the letter
       yesterday and showed it to the driver.
       Can this be challenged? Do Premier Park follow the requirements
       of the Protection of Freedoms Act to be able to transfer
       liability?

       Sadly no parking sign photos as the location is over an hour
       away from home.

       That said, ask Costco to cancel it, this is always the best
       first course of action.

       Thanks, the post does include embedded imgur urls but for some
       reason the images are not showing so I've now also added them as
       attachments.

       As suggested I've now contacted Costco who have advised "We have
       forwarded your email to the relevant management team and you
       will be contacted directly with an update as soon as possible".
       The PCN was opened after the 14 day "discounted charge" period
       but it's still within the 28 day appeal time limit so presumably
       advice would be to submit an appeal now to extend the deadline?

       Good news, Costco have cancelled the parking ticket.   :)
       Thanks for the suggestion, as it's a retail park with other
       stores I'd wrongly assumed the parking company would be a law to
       themselves and so I hadn't thought of contacting the store
       itself.
       Very quick and decisive action by Costco so credit where it's
       due; superb customer service.
