All you an do is tell it as it happened.
You ACCEPT that the car was in the ULEZ zone and non-compliant.
You lent it to visiting friends from the USA and had/thought
you'd briefed them about ULEZ - after all emissions-related
charges are well known to them- but then found out they'd
dropped you in the proverbial...etc.
You do NOT have statutory grounds as far as I can see, so don't
waste time looking for them at this stage.

Thanks for your reply,
The friends were not aware of any Ulez charges. Do I need to
change any wording as you mentioned in your reply" they were
well aware of Ulez charges.
They came to uk nearly after 10 years.
Shall I add their ferry crossing booking، car insurance,
usa /international drivers licence etc etc.
Will this help the officer making a decision.

No idea. What I do know is that the more you write the more
likely it is that the thrust of your PLEA for discretion is
likely to be lost.
