ULEZ PCN notice while on holidays to UK from USA

HI,
i being the RK of the vehicle got a PCN for location of Chase
Cross Road in London on 24.6.2025 @ 0521. The relative was on
holidays from USA and plan to drive from Chigwell to Dover to
cross the Chanell. The family was added to RK car insurance.
The family were visitors and were not aware of any such charges.
i did get my cars registered with TFL by paying 10 pounds due to
having a Blue badge. The RK forgot to add a payment method, as
his other car was compliant with ULEZ ( pay nothing) the other
one driven has non compliant.
what are my mitigating points in challenging the PCN.
i am posting some google images of the signs. They do not
mention any times / fines/ means to pay and deadline etc etc.

Please explain what you mean by this.
You say you are the registered keeper, then say "the RK
forgot....etc". I am totally confused at the moment. However, as
I understand it, you lent your non-ULEZ compliant car to a
relative who then drove it into the ULEZ zone without paying the
daily toll. You then got a PCN which you as keeper are
responsible for, who was driving is totally irrelevant in law.
Is my summation correct ?

You've redacted the PCN number and the vehicle registration from

So, did you tell your relatives about the ULEZ and the need to
pay the daily fee for the car ?
Chigwell lies just outside the ULEZ area, near Loughton in
Essex. A Driver wanting to get to Dover, would therefore have to
use the M25 and Dartford Crossing, or use ordinary roads outside
the M25. Have you had a PCN from Dartford Crossing as well ?
All I can suggest is that you submit representations based on
what you have told us. The other thing to check is the emissions
values for the car, as TfL have not been correct in a few cases.

no i did not tell them as i was not aware myself as the RK. i
did tell them about the congestion charges and they did not go
there.
i have checked the street view and there are only signs for ULEZ
and LEZ camera, no warnings to pay, which the driver thought
were something written in a different language.
Does the ULEZ send you an email or text to say you have driven
in the restricted zones and need to pay?

The RK got the car registered at tfl website for auto pay. The
Dartford tunnel 2.50 has been paid automatically.
i thought it will cover any charges like ULEZ etc.

Thanks for your reply.
The friends were not aware of any such ULAZ penalty as they were
only visiting UK for 3/52, they don't visit UK frequently. This
visit was after almost over 10 years..

i have 2 cars the other one is ULEZ compliant. Honestly i did
not knew neither did they that they entered the ULEZ zone. The
friends were following google maps.
