He made a statement (apppeal) to say "his search for a pay and
display machine took longer than planned and as there was no
machine it was too late as a pcn had been issued."

Problem is he needed to follow through with taking out a session
as you did but if he's confident that this was underway and only
interrupted by seeing the CEO then it could be worth taking it
on.

Fancy term for a traffic warden??
So it sounds risky to imply that the paying process was
interrupted because of the sight of a warden giving a PCN, but
it's so crazy it might just work!!

ok so what should we reply now to rejection please? or do we

If he wants to continue he must wait for the notice to owner,
which is sent to the keeper as per the address on the logbook.
