Hi all,
I haven't been able to update this for a while.
Just to share the outcome :)
I received the letter from TEC saying The Charge was cancelled
and to revert the original to the £65 discounted penalty fee.
I then received the PCN and pay online. The PCN still unfair
because the evidence (photos/video) don't include any 'Forbidden
U-turn' sign, but I couldn't be bother, so I paid the £65. It
was lot of stress!! LOT!
If only I knew in advance the DVLA can be checked...alas!

TEC REPLY dated: 27-09-2025 (3 months after my PE3/PE2
application)
new PNC dated: 8/10/2025 (17 months after the alleged
contravention)

IMPORTANT: I saw post where pp were suggesting to not fill the
'PE3 Statutory Declaration' section 'My reason are:'
I believe that section needs completed. I did for mine and my
appeal was successful.

So to summarise, the outcome is that you got back to the PCN
stage and paid the discounted amount.
