       The map tile is on page 338 of the traffic order linked above,
       and as far as I can work out the bay is correctly marked.
       At this point your only option apart from paying is to wait for
       the notice to owner and then adopt the strategy described here

       As long as the notice to owner is challenged within 14 days, the
       council will normally reoffer the discount, so there is limited
       risk in carrying on.
