       Parkingeye Parking PCN – No Permit – The Woolstaplers car park,
       Chichester

       I have already foolishly submitted an appeal to parkingeye
       citing myself as the driver and keeper of the vehicle. This
       appeal was denied and I'm now seeking advice on if appealing
       with POPLA is worth it.
       The car park is underground and the only available method of
       payment is via an app or website, Chichester has awful phone
       signal at the best of times, not helped by being underground. I
       walked out the car park to find a signal and pay for my parking,
       however after several minutes of walking around with 0 signal I
       return to the car park and leave to try and avoid a charge such
       as this one.
       Is there no requirement to have a grace period especially when
       they make it this hard to pay?
