       Inconsistent signage at Bradford Royal Infirmary car parks

       Hi there FTLA community. I've been doing things at BRI for some
       time now and have noticed the car parks have inconsistent
       parking warning signage. Specifically in the staff permit holder
       sections. Some state "All wrongly parked vehicles will be
       subject to a £60 PARKING charge notice." but some state "All
       wrongly parked vehicles will be subject to a £60 PENALTY charge
       notice."
       Which PCN is correct for this? Additionally the signs at P&D
       machines don't mention what company or if the council are
       responsible for issuing PCNs. Are the NHS/trust themselves BPA
       or IPC registered? Or are there special byelaws in force?
       Because usually I see hospital security staff checking
       permits/sticking tickets on windscreens.
       Would love to clear up the mystery of parking enforcement on NHS
       car parks, cheers.

       Edit:  Although on the face of it that link appears to point to
       doctors, he is in fact the trust's Director of Estates &
       Facilities and car parking will be his responsibilty

       Update. Today new signage is in the middle of being erected.
       There is a project installing new barriers and ANPR systems. The
       signs state that Saba is going to be the PPC responsible soon. I
       don't have to worry as I don't use the hospital car parks. But
       what kind of a PPC is Saba? Are they the ruthless kind that will
       pursue unpaid PCNs with endless threats/court action or the kind
       that are not willing to risk taking someone to court due to the
       legal fees?

       Saba mainly operate train station car parks. From memory, I
       don't think they've previously been litigious. Someone racking
       up several tickets may tempt them, of course.
