Never, ever ask for a decision on papers. Opt for a personal ( =
by telephone or video) hearing. This gives the Adjudicator a
chance to ask questions of you and assess your credibility, and
you a chance to emphasis certain points in yr defence.

The Appellant’s representative did not specify exactly which
ground under Regulation 11(1) of the Road Traffic
(Parking Adjudicators) (London) Regulations 1993, being those
applying to this type of Penalty Charge Notice, but I will
assume that it is under 11(1)(e) that the interests of justice
require such a review.
The play I did wrote (sic):
I apply for a review of the decision of Mr Mohabir (attached) in
the interests of justice.
