PCN for not displaying P&D voucher but parking was suspended

I was in Manchester last week and running late for a meeting.
Most of the roads were closed due to the party conference and I
decided to park close by, but the parking was suspended. I
decided to take a chance anyway with the intention of paying the
fine if I get one. I couldn't get a P&D voucher because parking
was suspended. When I came back to the car there was a PCN but
it was for not displaying a a valid pay and display ticket and
not for parking in a suspended parking bay. I have attached
images of the PCN and photos from my dashcam of the traffic
warden and suspended parking signs.
Do I have a legitimate reason to appeal this PCN or should I
just pay it?

I think we'd need to see what is on the suspension sign. It may
allow parking for permit holders, the permits issued specially
for the conference.

Did you try to pay for parking or assumed that you could not?

I thnk in that case, unless someone comes up with a technical
argument re the PCN, I would grab the discount.
I haven't checked Manchester's Traffic Order but yet to see a
clause on any that not only allows them to suspend but cancels
all other restrictions...though the latter could possibly be
argued against the suspension effectively meaning that there is
no parking area so no restrictions can apply.
Why they didn't enforce against the suspension is anyone's
guess?

Re-post the PCN with the PCN number and number plate visible.
There are all sorts of basic checks we'd normally want to make,
but you've given us nothing to work with.

Well as you've paid it that's the end of the matter. You could
have made a plea for discretion to get the discount period
extended, but it's too late for that now.
