       Contravention 01 Pepper street Chester

       Hi All,
       Looking for some advice. I parked in front of the yellow bus
       markings while unloading some dj equipment. I've parked there
       previously and been advised by an attendant that i had 10 mins,
       not sure if that's his choice or the actual rules. As you can
       see i was observed for 6 mins and booked I seen her walk off
       just as I returned !
       Any advice would be greatly appreciated !

       You are allowed time to complete loading or unloading but you
       must be in the process of doing so.
       Where were you when the pictures were taken? You need to account
       for 6 mins observation time.
       Do you have any paperwork proving unloading of equipment or
       reason for doing so?

       I carried it over the road to opera grill. The event was
       upstairs which is at the back of the building. It would take me
       6 mins to get to the room the event was taking place.
       I do have an email from the customer confirming the booking on
       that date.

       I'm presuming I'm good to appeal on the basis I was unloading?

       Yes, you can claim the unloading exemption, but you need to
       include some collateral, like nature of goods being unloaded and
       delivery location, and hopefully something from the receiver of
       the goods. Without some collateral, they'll just refuse your
       reps.

       There is no actual restrictions sign for this bay. The sign by
       the bay says "No stopping except buses" with an arrow pointing
       left. However the bus stop area is delineated with yellow lines.
       Basically, it's a Dog's Breakfast.

       DYL are always a no for me and it causes traffic build up if
       parked there, i was told previously where i parked is ok after
       6.Unloading 10 mins from a parking attendant.

       You can unload on DYL at any time, subject of course to
       qualifying under the 'loading' exemption and you should park as
       close as lawfully permitted in order to keep your time to the
       minimum necessary.
       'i was told previously where i parked is ok after 6..' But PCN
       was issued at 5.48pm.
