       Newham, Code 01o Parked in a restricted street during prescribed
       hours (blue badge holder), Streatfeild Avenue

       Hi team,
       I hope all is well.
       Parked mostly in the bay but due to lack of space parked outside
       the bay. Forgot to put the clock up but had the badge up and
       therefore resulted in getting a fine.
       Any advice would be extremely helpful.

       There is a CPZ sign at the end of the road showing restricted
       hours of Mon-Sat 8 -6.30 facing away from you, therefore it's
       reasonable to assume that these are the restricted hours which
       apply to where you were parked.
       The PCN is timed at 3.20pm on Sat 24th.
       The degree of incursion onto the yellow line far exceeds any de
       minimis argument.
       On the face of it the contravention is established.
       However, presumably you didn't enter the street from that end
       which raises the question what was your route and were clear CPZ
       signs displayed?
       After this you're* left with a request to exercise discretion
       IMO.
       Pl post the PCN in full, both sides
       *- who is the registered keeper and are their DVLA details
       current?

       registered as one.

       The exemption from the waiting restriction is subject to a blue
       badge and parking disc, AKA clock, being displayed in the
       prescribed position with the clock showing the next quarter-hour
       after parking e.g. park at 3.49, clock to be set at 4pm etc.
       Exemption lasts for max. of 3 hours and is only available if the
       vehicle had not been so parked within the previous 3 hours.
       OP, Motobility are the owner of the vehicle, as in hold title
       to, but it is permitted that the contracted party is the
       registered keeper.

       Why did you park there, how long for and can you prove it.
       That said this is Newham but you never know they may cancel.

       Hi,
       To visit family, I was there for an hour before getting the
       ticket. I have tickets of when I went to nearby post office and
       there is cameras on that road.
       I doubt it, these councils are clutching at anything to get the
       money

       Is this your Blue Badge? If not, whose is it?
       And is it a Newham Blue Badge?
       Your two front wheels are well over the end line of the parking
       bay so the front half of the car is fully in contravention of
       the yellow line, not just overhanging.
       The three hour exemption allowing you to park on a yellow line
       only applies if the clock is also displayed, not just the blue
       badge.
       That said, your PCN is dated Saturday the 24th May. So the
       discount rate applies until Friday the 6th June. Get a challenge
       (informal representation) delivered to the Council before the
       6th June and the Council should reoffer the discount if they
       reject. So always have a go. You never know what might happen.
       I suggest a humble and contrite plea for leniency. Terribly
       sorry, I didn't realise that I had to display the clock, if I
       had displayed the clock then there would be no reason for the
       PCN, it was an honest mistake, it won't happen again, there was
       no attempt to evade a parking charge, and so on in that manner.
       Ask them to use their discretion to cancel the PCN.
       You can challenge online. Upload scans/photos of both sides of
       the Blue Badge when you do so.

       The OP says they forgot the clock not that they didn't know.
       Any reason why?
       This case in Islington shows a type of approach.
