       It doesn’t’ particularly matter (apart from details being lost
       in the telling) but who is involved here?

       The police are unlikely at this stage to meet that request
       (though there’s no harm in asking).
       Has whoever received the request for driver’s details responded
       yet?

       The person who didn't see a set of traffic lights doesn't think
       there was a stop line there at all? Even after looking at the
       images of the road that you attached in post 6 and the google
       street view image? I'm shocked.

       Does it?
       As far as things go, the offence has been committed. You haven't
       mentioned if the driver has been named but upon doing so they
       will come back with an offer. Depending on severity viewed this
       could be an educational course, a COFP or SJPN. Upon receiving
       this the driver can then opt for court to plead their case based
       upon signage not meeting the requirements of their observational
       skills and eyesight. To be honest, if an educational course is
       offered I would grab it with both hands if I were them.
