Your title is '...handed to debt collector'.
How do you know?
Each of the timeline steps which I listed requires a formal
letter or notice to be sent to you by post.
The Royal Mail deliver to addresses, not people(they don't know
who's behind a letterbox!), therefore whether your name has
changed won't affect whether those notices were delivered.
You have to deal with this procedurally - there's no scope for
'if I speak to them could I get them to reduce the debt by a
little bit'- and if we're to help then we must know which
notices you've received and to see those notices. The Notice of
Rejection was sent in December AND a copy was included with
their reply dated February (sent in response to you writing to
them after receiving the Charge Cert dated 13 Jan). So you must
have this to hand.
Similarly with the bailiff because their involvement is very
recent.
For all we know the bailiff could turn up at your house today,
clamp your car and/or seize other goods in order to get you to
pay the debt.
