       first link.
       Yes that is essentially what has happened, is it worth an appeal
       or just pay the 65? I’m all for taking them all the way but no
       point really if it’s cut and dry. Cheers

       If it were me I'd have a go under the confusion with using the
       app/parking bays, and also government fairness guidance given
       the £13 receipt and no doubt plenty of spare bays there on the
       day but it's a £65 punt. They are though very likely to reoffer
       the discount after rejecting at NTO stage.

       discount again? They’re likely to offer it if they refuse that
       appeal?
