I am trying to use Attachments and other options but
unfortunately can not attach anything not sure why. It was
working before

Well if the discount is off the table there's absolutely no
point in paying now, the penalty stays the same if you lose and
if nothing else the appeal process will extend the payment
deadline by many months, and you might win.
