Good morning, just wanted to ask again if there is anyone
available to help me with my Representation form? I am not sure
on which grounds I can do it ? I was thinking that I can tick
following:
1) The contravention did not accrue
2) There are compelling reasons, why this PCN should be
cancelled
I am not sure what to write on the form. I have parked my car,
the app was NOT working, tried several times and took
screen-shoots. As a resident of this council I am entitle to 1h
free parking ( must register parking sessions following the
signs ). I completely forgot about pay machines to print free
ticket and went to M&S. to shop. This car park is dedicated to
MS . Did my shopping and came out to see an enforcement officer
taking photo with PCN on my screen. He didn’t listen to me he
wasn’t nice. Showed him my phone the app was still not working.
Any tips please ? As I have to send it asap by post.

Contravention did not occur.
You cannot be penalised for not doing something which is
OPTIONAL, you can pay electronically or use a machine and
display the issued ticket.
The only umbrella requirement would be payment...but you say
that as a resident parking for the time you were is FREE anyway!

OMG Thank you as I am so stressed. Is there anything I can write
about “OPTIONAL” choice of registration parking session? I mean
none lost money as I went shopping. I want to write that I
believed that I can use my free hour and didn’t meant to “wrong
doing” at all. It also happened for a very first time. It for
not seem fair to be charged for something that would be free
parking anyway ?
Is that good enough?

This parking session would be free and legal in their eyes
following the sign “when registered on App / pay machine”

Advice pls - Today I received Notice of Rejection of
Representation (dated 12 Sep 2025) .
What shall I do ? Fill in Notice of Appeal ? Can someone pls
help with this form? Also there is no discount (£45) but full
£90 to pay if I give up.

Apologies, i am unable to attach pictures of the letter.
“Thank you for writing to us and enclosing supporting evidence.
We have carefully considered what you say but we have decided
not to cancel your Penalty Charge Notice (PCN).
You were issued a PCN for not having a Pay & Display ticket that
was both valid and clearly displayed. Even if you have a Pay &
Display ticket, you have to display it so that a Civil
Enforcement Officer (CEO) can see all its details. You were also
able to pay to park by phone or online; however, the CEO's
handheld computer showed no valid period bought by phone or
online.
I note you refer to the 1-hour free parking at the location in
question and I must advise that to qualify for the 1-hour free
parking, you have to register your parking time on Pay by Phone.
All instructions are explained on the signage in the car park
and the responsibility remains with the motorists to ensure they
make themselves aware these in order to ensure their vehicle is
correctly parked.
If you are unable to register your parking on the application,
you also have the option of contacting Pay by Phone via a
telephone.
In circumstances when you are unable to validate your arrival
time to the car park, alternative parking arrangements must be
sought in order to avoid incurring a PCN.
There are no justifiable grounds for a cancellation of this PCN
to apply in your case. The council are satisfied that your
Notice has been correctly issued and remains enforceable.”
