I refer you to the response I gave in reply #24 in this thread.
You are not bound by the ignorant and moronic response given by
the POPLA assessor. Do not pay anything. Ignore all subsequent
       debt recovery letters.
Debt collectors are powerless to do anything except to try and
persuade the low-hanging fruit on the gullible tree to pay up
       out of ignorance and fear.
Come back when you receive a Letter of Claim (LoC).

Hello all. I received a missed call this morning from DCBL
(bailiffs). This is the only thing I can think they'd be
contacting me about, however I never received any court
paperwork in relation to this ticket.
I did use DCBL myself a few years ago and was successful in
getting my money back, but I'm not sure they'd calling about
       that all this time later.
Should I call them back and ask what it's about or ignore? They
did not leave a message. I once had a CCJ against me for a
parking ticket without my knowledge because all paperwork was
sent to a very old address. I was successful in getting it set
aside and I won the case plus damages. So I know they could
have gone to court without me knowing.
       How can I check? Thanks.

Never talk to either DCBL or DCB Legal.
       Everything in writing.
If you call them you open yourself up to saying things you will
       later regret.
Block their number and hang up if you can’t.

If you changed address without informing them, you need to tell
       MET to update your details.

OK thanks. I've lived here for ten years. Just concerned why
bailiffs are calling when I've received no paper work.

They are probably trying to extract a “settlement” from you,
whereas if you stay the course you will pay £0. Or just trying
to frighten you into paying the whole amount.
They are not bailiffs, it’s just a word they use in their name
       to frighten people.

OK thank you. I have received a letter from them today. I will
ignore until or if they send court papers. Thanks so much.

       If it’s DCBL, then ignore.
If it’s DCB Legal, please post here.
A Letter of Claim should not be ignored.
