Transport of London Ulez fines

Hi long story. So July 2024 van was stolen, later recovered by
police taken to their garage, then insurance took to their
garage and they write it off. Pay us out. They then sell it to
Copart auction. We send the V5 to them as Aviva told us to. They
say they never received it. They sold it. End of September we
get a letter from DVLA informing us the van is still in my
husbands name. We fill form out and b4 we get to send it we get
Humber Tag, a speeding fine from Kent police and 6 Ulez fines.
We sent an email explaining everything including the crime
number. Humber Tag and Kent police accept this. Ulez didn't
accept it and we could never speak to a human evert option we
chose was always automated. So stupidly we weren't worried how
could we be liable? But they sent to Bristow and Sutor ballifs.
We have provided them with detailed records from Aviva, Copart
and the garage that the insurance company sending it to. Aviva
have directly emailed them several times. Copart have offered to
take the fines and pass them on to the new owner. None of this
was any good they wanted and investigation from the DVLA. They
gave me 4 wks but the you have to post everything to DVLA and
that takes a week for them to get it and they take 6 wks to
investigate. So for 2 wks I've been hassling the DVLA who
completed the investigation. Sent us and the enforcement agency
the letter agreeing with us. On Monday they sent it to a
recovery ballif. He has given us 10 days after been very nasty
with us. Thankfully the DVLA letter came the same day. We have
sent a photo of the letter although they should have an actual
copy as DVLA have sent a copy. Now they are playing stupid
games. Office says it's upto the recovery guy now but when we
ring him he says its the offices job. These fines are now over
2k. If I owed the money I would pay it but I don't. A debt
charity gave me a number for transport of London and I actually
spoke to a human who was of no help. Only to tell me its too
late I've not done what I should have which I still don't know
what that is. I've got paperwork that I've to take to court and
get a judge to witness and sign but I don't think any of the 3
options for out of date charges applies. I'm at a loss I don't
have anywhere to park our car and I don't want to live fearing
ballifs coming. What else can I do please??

We're seeing an increasing number of people who have just
ignored process.

At which point you had the option to go to London Tribunals so
why didn't you?
We NEED to SEE paperwork before we can advise further.
