Presumably we appeal again? Their reasoning seems rogue?

IMO, yours is an appeal on statutory grounds, namely that the
'contravention did not occur' because display of a P&D ticket,
in fact display of anything, is optional and therefore it is
axiomatic that non-display cannot give rise to the cited
contravention.
