and witnessed. You sign the form in the presence of the witness,
a solicitor, or a county court official.
Remember, the 'Applicant' is the council (Brent), you are the
'Respondent'

I've received the NoR from Brent now, and the fine has been
reset.
They're sticking by their guns on this so it'll need to go to
appeal I think.
