The driver arrived at the University campus on 18-02-2025 at
19:01 parked up and attended a meeeting. The driver then left
the campus at 20:02.
The registered keeper received the pcn by post on Monday
24-03-25. Very nice thanks.

That has been issued far too late for them to be able to hold
the registered keeper liable using the provisions of Schedule 4
of the Protection of Freedoms Act (PoFA). They know this, as
they have not claimed that they can.
The keeper can therefore appeal, as the keeper only, with the
below:
Dear Sirs,
I have received your Parking Charge Notice (Ref: ________) for
vehicle registration mark ____ ___, in which you allege that the
driver has incurred a parking charge. I note from your
correspondence that you are not seeking to hold me liable as the
registered keeper, under Schedule 4 of the Protection of
Freedoms Act 2012 ("The Act"). You have chosen not to issue a
Notice to Keeper in accordance with The Act, and it is now too
late for you to do so.
There is no obligation for me to name the driver and I will not
be doing so. I am therefore unable to help you further with this
matter, and look forward to your confirmation that the charge
has been cancelled. If you choose to decline this appeal, you
must issue a POPLA code.
Yours,
If appealing online, be careful there are no drop down/tick
boxes that cause you to identify who was driving, and keep a
close eye on your spam folder for their response. If they do not
respond within 28 days, chase them.

Thanks for that, is this what you mean about being careful with
online appeal forms?
What do I need to do here with the switch, are you submitting
this on behalf of someone else. I as the registered keeper
received the letter so I believe I am submitting it for myself.

Correct, you're not submitting on behalf of anyone if it is
addressed to you.
Be similarly careful with the "reason for appeal", ideally
there'll be an option that is just "other"

Checkmate to [b]you, they've helpfully confirmed you are not
liable.
Respond with the following:
Dear sirs,
Thank you for confirming that you are not invoking Schedule 4 of
the Protection of Freedoms Act, and that accordingly I am not
liable for the charge. I will not be providing you with the
identity of the driver, nor am I appealing on their behalf. I am
appealing in my capacity as the registered keeper.
As you accept that you are not seeking to use Schedule 4 of the
Protection of Freedoms Act to hold me liable as the keeper, I
recommend that you cancel the charge. If you choose not to do
so, you must provide me with a POPLA code.
Yours,
