Haringey Council, Contravention 32D, failing to proceed
direction of arrow on blue sign
DIR By: Oscar.25
Date: March 13, 2025, 9:20 am

I left my car parked where I circled for 2h, when leaving I
forgot that it's a one way, and that I could not turn back and
go back the way I came, the rest of the road before that
junction with the arrow is a two way that's why I just
subconsciously went back, is there any way I can appeal it? the
contravention is 32D failing to proceed in the direction shown
by the arrow on a blue sign, I should've noticed it when coming
in, that is my fault, but I forgot about it. Any way I can
appeal it?

There's no evidence in the video of you breaching a direction
arrow. The signs at the start of the road are no entry signs.

Sorry I didn't explain properly, I came in the correct way and
parked on where I circled, I did not come in from the no entry
sign. I parked there and when I came back I turned the car
around and left this time yes going the wrong way, I assume
there is nothing I can do to appeal it, but thought of asking
here if there was any chance.

The PCN is invalid. Statement above the photos. My submissions
re 224038612A
The PCN wrongly states which action triggers the period in which
the council may serve a charge certificate: “If the Penalty
Charge is not paid before the end of the period of 28 days
beginning with the date of service of this notice an increased
charge of £195.00 maybe payable. We may then send you a Charge
Certificate.” The law states at Schedule 1 5:
1)Where a penalty charge notice is served on any person and the
penalty charge to which it relates is not paid before the end of
the relevant period, the enforcing authority may serve on that
person a statement (in this paragraph referred to as a “charge
certificate”) to the effect that the penalty charge in question
is increased by 50 per cent.
(2)The relevant period, in relation to a penalty charge notice
is the period of 28 days beginning—
(a)where no representations are made under paragraph 1 above,
with the date on which the penalty charge notice is served;

Hello, thank you for your advice, I'm not entirely sure I
understood what you are saying, but I think you are saying that
they did not tell me my rights properly, they missed something
from the actual law?
I never done an appeal, so if you don't mind, how would you
recommend I appeal this, what should I say to the council? And
will I have to go to some sort of hearing if I appeal?

Hi
Just send them this:
Dear Haringey
I make a collateral challenge as your PCN is invalid for the
following reasons:
(a)where no representations are made under paragraph 1 above,
with the date on which the penalty charge notice is served;
In light of the above, please cancel the PCN.
