I have requested from the local authority whether the road
leading to the industrial estate is an adopted road. They sent
me a map of all adopted roads any idea why the LA would place
20:MPH on a private road.

It's not really relevant at this stage. Just send the appeal as
advised and then we can deal with anything else if or when
necessary.
