Don't panic, I imagine he'll be along soon.
I calculate your deadline date, the date by which a formal
representation must be delivered to the Council, as being Monday
31st March.
IE 28 days beginning with the date of service of the NTO. The
date of service is deemed to be the 2nd working day after the
date of posting. The date of posting should be the same is the
date of issue.
