parking on single yellow line

Hi all,
I was silly enough to leave my vehicle long enough on a single
yellow line in Caerphilly, Wales during the restricted hours and
received a PCN.
All the details on the PCN seem to be correct, but I noticed
that i was observed for only 7 minutes before the PCN was
issued.
I seen to recall something about a 10-minute grace period being
given before a PCN is issued. I'm guessing this is just a
discretionary procedure rather than law, but I wondered if my
being given only 7 minutes is a valid basis for appealing the
fine?

10 mins grace is for after paid for time in a pay bay or 10 mins
after a free bay and it's the law. It doesn't apply to yellow
lines.
Why did you park there.
Post both sides of the PCN no redactions.

apologies for my late reply.
it's ok to post the PCN without any redactions at all?
I parked there because I was moving some things between my house
and the car, though after I'd finished moving the things I did
leave the car there for a short while, maybe 15 minutes or so
before leaving the house to drive the car away. I know it was
silly of me, even though I've never seen traffic wardens here
(they obviously _do_ do the rounds here tho!)

What things were you moving ? You could claim the loading
exemption, but the goods would need to require you parking where
you did, like bulk and weight. So what were you doing for the 15
minutes, having a quick fag, or maybe cleaning up. I would
include the latter as part of the loading activity, but fag and
tea breaks not, I'm afraid. Anyway, no need to go into detail,
just submit reps that you were engaged in loading. Some
indication of the nature of the goods would be helpful.
Yes, you can post-up a PCN served to your car, because it does
not have your name and address on it, which we always ask is
redacted for postal PCNs Your reg number is on view very time
you drive around, so is hardly secret is it ?
