       You should explain what this is about maybe with an example or
       two. I can't see anyone will understand what it's about as is.

       Will this require a change to primary legislation? If so, I
       can’t see the government making time for it in the legislative
       calendar.

       Indeed. I will do a video and increase coverage via X. The
       Petitions Team diluted my original requirements. The essence is
       to require council witnesses to attend, failing which their
       evidence is inadmissible as per Schedule I para. 7(6).

       (6)Nothing in sub-paragraph (1) or (4) above makes a document
       admissible as evidence in proceedings under paragraph 6 above
       unless a copy of it has not less than 7 days before the hearing,
       been served on the appellant; and nothing in those paragraphs
       makes a document admissible as evidence of anything other than
       the matters shown on a record produced by a prescribed device if
       that person, not less than three days before the hearing or
       within such further time as the traffic adjudicator may in
       special circumstances allow, serves a notice on the council
       requiring attendance at the hearing or trial of the person who
       signed the document.

       If anyone can advise me on how to create a really effective
       video to reach the remaining 9,940 I would be most grateful.  ;)
       5 million tickets are issued in London every year and only 1%
       fight them. If this bus lane legislation were incorporated into
       moving traffic legislation, the issue of natural justice would
       be fairly addressed.
