       ULEZ - TfL issued a PCN in error

       Tfl incorrectly issued a PCN to me for not paying a ULEZ charge
       on 31 October 2023, I was not the owner driver or keeper of the
       vehicle.
       I appealed it via there various processes and tribunals them
       directly providing evidence directly from DVLA that I was not
       the registered keeper of the vehicle at the time of the
       incident.
       Despite the irrefutable evidence directly from the DVLA, they
       obtained a warrant from Northampton County Court without me
       having an opportunity to defend. The bailiffs were instructed. I
       provided the Bailiff with the proof and they agreed that the PCN
       was wrong and left me alone.
       I completed a PE2 and PE3 as instructed by clerk at Northampton
       county court and the Traffic Enforcement centre ordered Tfl to
       cancel the PCN which they ignored.
       I applied to Peterborough court for an injunction and costs and
       damages as a litigant in person and tfL sent a Barrister and the
       judge refused with contempt to listen to my case, look at the
       evidence from the DVLA and lured me into saying the wrong thing
       and then ordered me to pay TfL £640.00.
       Tfl are still hounding me for money I do not owe them. And
       refusing to leave me alone or cancel the unlawful fine.
       It looks like someone at TfL made a very big mistake relied on
       invalid evidence and now to hide the mistake that they made are
       doubling down by misleading the courts make untrue statement in
       writing and orally.
       I reported this to Northampton County court Peterborough County
       Court, the police, CAB, traffic enforcement centre, TFl, The bar
       standards board, my county MP. Ian Sollom. NECSWS.LCTribunals,
       SMBLegalRoadUserc@tfl, Action Fraud, Serious Fraud (could be
       thousands of people involved) and others. To no avail.
       I've spent a lot of time and money trying to defend against TfL
       to no avail. They have repeated misled the courts using invalid
       evidence and ignored court orders.
       It's truly astonishing that they can get away with this.
       Any advice would be greatly appreciated.

       So you appealed to the Road User Charging Adjudicators at London
       Tribunals? Even if you'd lost the most you could pay is £180 so
       it sounds like you didn't engage with or ignored the process at
       some point.

       in the past, or is it a completely phantom car?
       Here’s your problem. There’s a process to go through and hoops
       to jump through when appealing a PCN. You have to do the right
       thing at the right time. Penalty charge notices are a civil
       process that works on “guilty until proven innocent”. Unless you
       can convince someone to cancel it, you’re on the hook for the
       amount.
       There’s a fairly substantial chance you’re going to have to pay
       this unless you plan your next move very carefully. You’re
       probably at a stage where you need actual legal advice from a
       lawyer, not parking ticket advice. That will probably cost as
       much as just paying TfL.
       What happened with the appeal to the tribunal, and how did you
       end up at a court in Peterborough?

       Soory, OP, we are completely in the dark until you post some
       hard data like documents and the original PCN, and also the case
       number at London Tribunals.

       So, as I understand it, the vehicle was totally unknown to you
       and it could have been a mis-read of the reg, number or a cloned
       number plate or what ? Please explain.
